Laborers and management friendly but ultimately unreliable.
Summary: Small apartment, kitchen and bath upgrade now 9 months past due date. Customer advised to contact lawyer with dissatisfaction (the amount of work left is not worth customer legal costs, much less VA law does not lead to satisfactory settlement for customers of construction). Total cost remaining: less than $5,000. Personal legal counsel sought for past 10 months due to damages and disagreement with Adrian management. From design to execution sub-contractors' work required excessive personal oversight, repairs, and extensive communication with organization.
- Permits: Published start date delayed four weeks due to 'permit delays in Norfolk' (probably true - Norfolk has known permit delays). Two month gap between wall tear out and drywall installation in kitchen... apartment was a construction zone. No site containment.
- Labor: SIGNIFICANT PROBLEMS (except one awesome worker who did everything)
- Design: Site super ordered cabinets before kitchen design approved by customer. ProSource (VA Beach) denies customer final approval of design, but my designer 'said' I had final approval. Kitchen design does not match new appliances (additional cost to customer)
- Estimate: Initial scope of work estimate included an additional room. Estimator no longer with company (fired). Total initial scope of work denied. First clue.
- Contract: Vague. My inexperience... did not know how little work included in Kitchen / Bathroom orders, to include bathroom finish trim ($1000 change order for crown molding) 5sqft room, hooking up an ice maker (quoted later at $600). Cabinets installed over existing vents - required $1200 change order to move (in July) 6'.
$30,000+ total bill: remove and install drywall, install new cabinets and counter-tops did not include plugging in fridge and installing ice-maker water line or dishwasher hook-up. Garbage disposal literally fell out of place during first use. Customer had very strong impression (verbal) but no words in contract. Second company paid to complete work. Adrian's quoted cost (two times market price). Additional time required to find contractors... Cabinets took five weeks to level enough for acceptable countertop estimate - countertop estimate took four visits (6 weeks).
- Electric: Sub-contractor (Blackout Electric) scope of work not to code. Customer upcharged to install recessed lights. Did not know LED disk lights cost 1/10 the price. Electrical work resulted in sustained 165deg temperature inside interior walls, buzzing sound present for months. Sustained electrical buzzing resulting from non-GFCI work passed off as GFCI protected by two supers and owners before second company hired by me to inspect. 2nd electrician identified problem in ten minutes, corrected temp and buzzing in one hour. 2nd electrician identified the non-GFCI breakers installed in power panel when GFCI cost twice the amount as non-GFCI. Work started last May incomplete until last week (Apr 20, 2020). Electricians destroyed ceiling during 'exploratory work' requiring replaster - which Adrian paid for.
- Plumbing: Plumber fired for cause. Bathroom walls drywalled prior to plumbing completion. No oversight. Construction caused several plumbing leaks lasting weeks. Bathroom wall bulged six inches from nail in pipe.
- Management: Two supers removed before owners took over, conducted plumbing and electrical work themselves, not licensed. Owner shocked himself - did not believe me (after I had been electrical shocked) that the electricians tied hot, cold and neutral wires together.
This cost me thousands from July 4th to today. Disrupted my life.
Waste of time.
