My wife and I decided to have some painting done in our home. Terry Rouss responded to my post and gave us a really fair estimate. Once accepted he was prompt and extremely professional. We hired T&D Painting to paint our deck and install some new screens. They spent three days working on our deck and screen porch and Terry Rouss said he would return in a week to address any open issues. We put together a list and sent it too him. It has now been three weeks and he hasn't shown up nor will he return repeated phone calls. So, we went on the Internet to see what we could find and turned up these two Websites:

It appears from numerous other victims, Mr. Rouss is a shady operator and scam artist, so we are in the process of contacting the sheriffs in Jeff and Berk counties. We will also be pursuing other legal means to nail this charlatan and get our money back so we can hire someone to finish the work!

Terry Rouss and his company T&D Painting Plus or A+ Painting and Remodeling is a SCAM. He will ask for half the payment and have his unprofessional team do some work. Then he asks for payment in full and you'll never see him nor his team again. Not only will they not finish the job, they will destroy your home. Jefferson and Berkely County Seriff's dept knows him very well. I just dont understand why they dont arrest this guy. He's stealing but with a twist. Do not trust this guy for anything! Get them out asap if they are doing work for you and call the police!

Terry is a scammer. His WV license is expired and he has no insurance. His p.o. box is closed. His real address can be found on google, so you can serve him papers. It won't do any good however, he doesn't own any property. If you don't believe the reviews, call Jefferson County sheriff and ask about Terry Rouss. You can also search on berkeley county small claims and find out a lot of people have sued him.
He scammed us, his father also scams too (as per jefferson sheriff). If you want to do business with him for some reason, DO NOT GIVE ANY MONEY UNTIL THE JOB IS 100% DONE. -

No stars for T&D painting plus. Terry Rouss was quick to come out and give a reasonable estimate and collect his money. However only finished half the work saying he would be back the next day to finish. He never came back and wouldn't return calls. He does not have a license on record..the # provide here is not active with the labor board. Do not hire him.......!!

Our experience ended up being terrible. Great rates, quick to come out the first time where he received half the money, he then asked me to provide a check before finishing the work. I told him that I needed the work completed first. He comes back out and completes 90% of the work and tells me he will be back the next day. My mistake I paid him. Now he does not return calls or emails. I have had to complete the work myself. It's sad that some contractors start out well but just can't finish the job, he could have had a lot of business from us.

Why would you people give him 50% or 100% of the money? Was 50% or 100% of the work completely? This is a classic contractor's scam. He quotes you a low price that is so low that it doesn't even cover materials or labor. However, you're so cheap and stupid to figure out the math, but you're thrilled to get such a low price (aren't ya?). Forget about the legit contractors with higher estimates, I'll pick this guy cause he's cheap, right? Wrong. It's a version of the ponzi scheme. He takes YOUR deposit to possibly finish the work of a previous homeowner., or he'll just take your money and run from West Virginia to Maryland or to another state. Hell, there are 48 continental states, so he won't run out of work from naive homeowners such as yourselves.
We all heard the say "if it sounds too good...", yet no one actually uses their brain. Verify license and insurance information. All states require that any work performed valued at $500 or more must be done by a licensed contractor. There's a HUGE difference between "handymen" and licensed contractors.
Another saying: "don't EVER pick the cheapest guy". Why?
1) The price needs to include the cost of MATERIALS + LABOR + PROFIT + OVERHEAD. Do some math before you choose a contractor. 90%+ chance that the quoted estimate won't cover at least 2 out of 4 of these areas.
2) It's cheap for a reason, right? You get what you pay for. Don't expect the highest quality materials and work. If you do, then you're delusional and DESERVE to get scammed until you learn your lesson.
3) Low bids can signal desperation. Your contractor might be broke and need fast cash. Homeowners are so naive that they turn into instant ATM machines.
Learn your lesson. High quality and client satisfaction come at a price. You get what you pay for.
