Meter had no main disconect and by code was in improper place. rocky mountain power came out and showed location to move meter to all meter and wire (new) is wired to code including 2 ground rods 6 feet apart with continuous grounding conductor as well as a new service wire (4 conductor) ran to sub panel and terminated with neutral and ground to their own specific lug/bars
