LUMEN™ 's pre-construction services gives our clients the best possible start to their project or program of work. We determine how the project will be delivered using our
understanding of the entire development and construction process. Working hand-in-hand with developers and end-users through the conceptual or feasibility
stages we provide strategic and project planning, risk assessment, value management and engineering, and programming services. We consider the key logistics issues for the project, the most appropriate phasing of work, design management issues, temporary works solutions, and the procurement strategy. We believe, this service is the most value-adding in the development of any
scheme. LUMEN™ 's pre-construction expertise tends to be applied to complex, high profile projects or where there is a significant public interface. It can also include any scheme
where it is important to gain an early understanding of construction timing, constraints and methods.

Constructability Reviews

Review for construction feasibility, availability and cost of materials, labor and building systems. These factors contribute to general and special conditions to the specifications.
During the constructability review stage, the CM will develop on site construction logistics and construction phasing planning.

Budgeting

A primary mission of LUMEN™ is to monitor and control costs and schedules during the design phase. Our estimates are developed entirely in-house, a critical factor in our
costing skills. A database having current and historical data collected over a 15-year period supports our efforts. Mechanical and electrical costs that can typically account for
up to 30 percent of project costs are estimated and managed in-house by our own MEP Coordinator. Labor costs, which typically account for 40 to 50 percent of total building
construction costs, will be a primary focus during the estimating process. Assembly and sequencing plans will be developed to define the most cost-effective and productive use
of labor resources.

Scheduling

Project scheduling is a critical component of time control. Prior to the construction phase, activities will be scheduled and coordinated to best meet the Owner's priorities.

Subcontractor Management

In its 15 years of contracting experience in the Tri-state area, LUMEN™ has developed a computerized database of subcontractors and vendors. Through this database, we are
able to monitor local market conditions to a degree never before possible. Our database is continually updated based on recent subcontractor and vendor pricing on hard bid and
negotiated projects. In addition, through working relationships on current and past projects, each subcontractor and vendor is reviewed for quality, workmanship and
capability as a guide for future references.

Cost Control

Our estimators and schedulers will prepare cash flow projections to assist the Owner in planning the required project financing. We will prepare a cash flow curve by plotting
project schedule against dollars to understand financing requirements to keep the project on schedule and within budget.

LUMEN™ Construction approaches the position of Construction Manager by assuming the role of overall project co-coordinator. We work with you during every phase of your project, including:

• Pre-construction / design development reviews
• Review of design, constructability and budget issues
• Detailed planning of construction activities and schedules
• Implementation of project cost controls
• Pre-qualification of subcontractors, suppliers and vendors
• Coordination of all subcontractor activities
• Scheduling, cost controlling and tracking
• Procurement and expediting
• Overall site safety compliance
• Quality control and quality assurance
• Project close-out and warranty follow-up

We keep our customer informed of the project’s progress through weekly meetings and monthly reports. We maintain this activity right through the project’s completion and
into the post construction period when the owner takes occupancy. LUMEN™ offers two types of construction management contractual agreements: fee for services and guaranteed maximum price (GMP) with savings returned to the client.
