    Replace roof
    $12,500

This is a follow up review and conclusion to a previous review. Jeantinor Wisley is the owner of this business. No one else. Apparently, Wisley ALLOWS unlicensed, unqualified, and untrained men to use his license and business name. All Wisley does is pull the permit. To my knowledge, it is not legal to have an unlicensed person perform roof work without supervision from the person who owns the license.

Do NOT allow a man named MEME BELIGAIRE to touch your property! He is NOT licensed! To my knowledge, NONE of them are ... except the owner, Wisley Jeantinor.

Meme does very shabby work as the attached pictures prove, in this and the previous review.

I've had three different men on my property all saying that Meme has not paid them. Meme apparently tells them that he didn't get any money from me and that's why he can't pay them, which is a bold lie because the carbon copies of my checks and bank statements show a total of $7,500 after a mere 2 days of work (which ultimately took over 2 months!). The permit was $414. The initial supplies were less than $1,200 (I called a roof supplier to check the costs) and he had to take them back or dispose of them because the inspector told him they could not use the material because it was not on the permit, so they got INFERIOR material.

When Meme finally laid the mop granule, he only had one guy with him who I hadn't seen previously. I suppose its because he hasn't paid anyone else so they refuse to help.

One of the workers recently told me that Meme didn't know what he was doing and wasn't even going to get the granules for the roof, and didn't know how to lay the granule rolls and had to switch places with him. Amazing!

As the previous review shows, he didn't even show up with ladders, borrowed mine AND my neighbors, used MY drop sheets and tarp, took 2 weeks just to tear off the side shingles, tool over 2 months before he (it was actually Wisley) pulled the permit, and then didn't even show up for almost another 2 weeks and didn't show up until I texted him threatening to fire him (I couldn't reach him on the phone).

Meme wasted over $600 on supplies that he couldn't use because they were not on the permit. When I confronted him about it, he had the nerve to say that it was "his money". That was it. I let him have it at that moment. Even the other Haitian worked told him that he was crazy, and that a customer pays for products and service, so its the customers money.

I have FOUR new leaks in my property!

My house STINKS, strongly, of the smell of tar! It is really bad on warmer days. I'm so grateful that its winter! Now it looks like I'll need vents in my roof! I had one of the roofers come in to smell it on a warm day and even they said that was no livable. Everytime the air conditioner kicks in, it somehow sucks the air from insider the roof.

I signed a contract with SFR Tech Roofing on August 23. It is now January 7th. They didn't even get to the flat part of the roof until just after Christmas!

I've had to clean up their mess (mainly the black soot from the roof sidings, and the nails they had all around my perimeter - he doesn't even own a magnet to pick the stuff up!) for the safety of my family.

They have left all the cables hanging out in the back and it has been that way since they tore off the sides (about 2 months).

I had fired Meme around the middle of December. I was going to press legal charges against Wisley because its his license and business, but I allowed him the opportunity to "make it right'. I thought he would when he had some other men (Mexicans) show up to install the side shingles. But the very next morning, Wisley sent me a text saying that he had an 'emergency" and had to leave the country. Yeah right. More like pre-planned Christmas/New years vacation! He said that he had "2 good friends who can complete the job" while he was gone, but provided no names or numbers. Guess who showed up on my property? MEME BELEGAIRE!!! The same man that caused all this mess was back! I even said to Meme that "I don't know why you are here, but this is something that will be worked out with Wisley" ... because I already told Wisley that I will not even have conversations with Meme any longer. Far as I'm concerned, Wisley did not honor our agreement ... and that means, all bets are off.

!!!DO NOT DO BUSINESS WITH THIS COMPANY!!!

And if any of them come to your house named Meme Belegiare, ban him from your property. Do not even entertain what he says. He lied to the City of Tamarac (telling them the project was $8,500 when its actually $12,500 and explained something crazy about "taxes" when I told him that I knew what he did)! He lied to people he had help him, telling them that I never gave him any money. He's lied to me. He will lie to you as well.

They are now about 98% done (they have to and took over 4 months to complete a job

    Reroof and shingles
    $12,500
    100 days

    1)
August 23rd. Entered into contract with Contractor (SFR Tech Roofing LLC). Provided Contractor with a post-dated check (August 25). Contractor cashed check August 25.

    2)
September 12th. Contractor delivered about 10 rolls of mop bitumen. Contractor requested another $1,000, suggesting it was for supplies. No work had been done. Contractor cashed check September 13th. Contractor did not deliver any supplies.

    3)
Repeated calls that went to Contractor’s voice mail, which consistently said voice mail was full.

    4)
October 31st & November 1st. I called the City of Tamarac asking about the progress of the permit application. They informed me that the permit was applied for on October 21 and approved October 26. City of Tamarac also informed me that Contractor told them the project would cost $8,500, but the contract that I have with the Contractor is priced at $12,500. Still no work had been done to this point, and no further supplies delivered.

    5)
November 9th. Texted Contractor, threatening to press legal charges against him and demanding a refund for his tardiness and extensive period of doing nothing. Contractor began work, tearing off side shingles. Used both of my ladders and borrowed neighbors ladder (which I was unaware of) and he did not return it, leaving the neighbor to text us asking for her ladder back that night.

    6)
November 11th. Continued to tear off side shingles. After two days of this, he requested another $2,500, suggesting it was for supplies. After some resistance and protest, check was awarded. He stated that the flat would be done over the weekend. The check cashing place called me (I believe the number is 954-731-4000). The lady confirmed who I was and my address, and then asked if it was OK for me to allow the check to be cashed. I told her that I hired the Contractor to do work on my roof, and approved the check to be cashed. She told me that Contractor told her that the funds were for a different address other than what was on the check. I protested that all funds the I provide are for my property and my property only. I did not immediately let the Contractor know that I received this phone call from the check cashing business.

    7)
November 12th. Contractor did not put down any form of drop cloth to catch the black soot (debree) which feel when they were removing the sidings. The debree (including nails) is now mixed in with my pebbles in my gardenia area, which is an outside living area. The drop cloth that was ultimately used, are my sheet and my drop clothes.

    8)
November 21st – November 25th. Multiple attempts to reach Contractor. He did nothing during this period of time. He apparently hired a truck to come and remove the debree that they left up on the roof (they were throwing the sidings up on the roof) and said he understood my frustration since the next day was a holiday – Thanksgiving.

    9)
November 22nd. Said he was coming to the property. He did not show up that day. This wasn’t the first or last time he said he’d be at the property and didn’t show up.

    10)
November 24th. New leak in the upper portion of my roof. As per normal, he did not answer his phone and his voicemail was full. I texted contractor expressing my deep aggravation with his service, also sending a picture. Contractor later claimed that he told me he was going on vacation.

    11)
November 25th. Called Contractor to tell him that my wife and I did not think he is fit to continue working on our roof. He said that he was coming right now … but did not show up.

    12)
November 28th. I spoke with another roofing company. She was kind enough to look up my permit, noticing that there was no activity for an inspection of any kind. She also told me the roofing process, etc. She called the Contractor expressing my deep dissatisfaction. I left a message with City of Tamarac (perhaps my third or fourth message to Permit/Inspections). I downloaded complaint forms and a change of contractor form from City of Tamarac webpage, which I filled out and signed on November 29th.

    13)
November 28 OR 29. Contractor showed up with more supplies. I called a roof supply company who operated out of Orlando, FL. She helped me with the pricing of the material because I wanted to know how much to deduct from the $7,500 that the Contractor was in possession of. It tallied to less than $1,300. Roofers were on the roof in the morning. I ordered them all down and told the Superintendent not to do anything until I saw proof of insurance. also told Contractor to not

    14)
December 1st. Someone who called himself “Wesley” (owner of the business) showed up in a SFR Tech Roofing truck. Up to this point, I thought it was Meme Beligaire who was the owner, though I questioned why he lacked tools and lacks showing up in a truck (he said the truck was in the shop). I told Westley everything, including items unmentioned in this complaint, such as how Meme provided me with his username and pass
