Willoughby is a construction and consulting company owned and operated by Gerard Rath and Alicia Manfre.

Gerard has over 10 years experience in commercial and residential construction both as a carpenter and as a licensed contractor and engineer and has supervised and managed over $250 million in projects. He started Willoughby with the goal of providing high quality construction services to the tri-state region. Gerard began his career as a carpenter in his home state of New York before attending Canton College of Technology. After graduating with A.S. in civil engineering technology, he continued his education at Syracuse University. Gerard then graduated with dual Bachelor’s degrees in wood products engineering and construction management. After college, he worked for one of the largest commercial general contractors in the country. During this time Gerard developed a strong interest in sustainable building practices. After obtaining his LEED certification, Gerard led many commercial construction projects that have achieved the highest LEED certified standards. Along with his team, Gerard is looking forward to working in the tri-state area to provide the highest quality construction at an affordable price.

Alicia is a Hagerstown native and feels passionately about serving her hometown community. Although she has degrees in life sciences and has not been in the construction as long as Gerard, she has a long history of service to her community. After graduating from North High, Alicia attended Texas Christian University where she achieved a Bachelors degree in biology then moved to Clemson University to complete a Ph.D. in genetics. After completing her formal education, Alicia spent the next 5 years working for the University of Maryland and the United States Department of Agriculture as a research scientist working on various areas of agricultural biotechnology. From there Alicia began work as the Biotechnology Program Coordinator for Hagerstown Community College, where she spent 3 years teaching students and shaping the program.

Alicia and Gerard now work together as a team with their employees and subcontractors to bring the highest level of quality, attention to detail, and customer service to their clients.
