In California an Oregon contractor could not legally do any work valued over $500. Although, if it was a Federal contract an Oregon contractor could do the work in California.

NO… A license must be obtained by any individual that is performing any contracting work.
DO NOT ;; DO NOT pull a homeowners permit for any reason the out of state contractor may give you… You would forfeit certain rights you may have. In MA you would forfeit the right to our GUARANTY FUND which would help you get your work completed if for any reason you cannot get the contractor to finish
