Can I soundproof my ceiling? I have very loud neighbors

The people in the apartment above mine are very loud. They stay up later, and walking around on their hardwood floors throughout the night is quite loud in my unit, especially with their dogs.

Can I soundproof my ceiling? Who would I hire for a job like this, and what sort of solutions are available? Any idea on cost?

Best way to do it, remove drywall off ceiling, install sound insulating, then install resilient channel bars a cross the ceiling, install rigid insulation between the resilient bars, then reinstall the 5/8" drywall and paint.
