Depending on the by laws in your town/city. Here in MA usually there is none needed for a fence under 6’-0".
Also there may be lot line issues so you would want to check with your local building department before you invest in a new fence.

In the Chicago market, the local municipalities usually require an inspection for the post holes; they want to verify that the holes are below the frost line (or 42" depth).
