Do we have to pre-pitch the floor before putting a vinyl pan into a standing shower? If yes, why?

no you are going too do a mud job that is what will pitch the tile too the drain mud job is just dry mix
of sand and potland cement very little water pack down and slope it too drain it should be abought
2 in thick at the edge and no less then 1 in at drain sub floor need to be at least 3/4 plus 1/2 in ply wood before vinyl pan is installed roll up 6 in on all sides

Yes actually you should.
In Park County Co they actually inspect that you did a pre slope and that it drains correctly.
There is no reason why you would not want that liner to drain. In the case of moisture actually getting to the liner you would want it to make its way to the drain.
I have taken many pans out that were not done correctly and they cause a lot of rot in the sub floor.

I agree with Commonwealth Construction:
You should always create the required slope under the liner which will direct ALL water to weep holes in drain. This method will insure that no standing water will remain after each use.
