I would suggest a general contractor if you plan to remove the current steps and walkway. A general contractor should be able to provide you with service that a landscaper would not, such as removing any existing masonry and disposing of it properly, pouring and forming concrete, laying blocks. On the other hand a general contractor will most likely be more expensive than a landscaper. They typically carry worker’s compensation and general liability insurance. If you are worried about the quality of their work ask for references from past projects. The professional quality of a licensed general contractor comes at a cost but it is almost always worth it.
I recommend going for a General Contractor. From the sounds of it, it looks like you are looking for Hardscaping work. A landscaper typically only works on grass, plants, flowers, etc.
