In most areas you would not need a permit for this. You should, however, contact the utility company to verify the requirements of the pad.
The need for a permit is going to be area dependent. I would suggest calling the building inspection office in the area the work is being performed and just asking. I have also seen an issue with impermeable surface requirements on the lot before - but that is rare for a small pad.
