How much do architectural plans cost for a small project (rebuilding a commercial exit stairway)?

We’re trying to hire an architect to draw up plans to replace a stairwell and we’re having trouble getting quotes because the job is small. We’ll probably hire a freelancer, but don’t know how to evaluate the bids, especially when we’ve received so few. The stairway is a commercial building’s 2nd exit in case of fire, so we assume there are code requirements. Our contractor isn’t confident in the requirements and is insisting we consult an architect.

For something that involves life safety, fire code and structural code compliance, the city building official will almost certainly require stamped engineered drawings (especially in San Francisco). This is typically something that a contractor can’t provide unless they have an architect and engineer on staff.
For verification, you can contact the building department and ask them what is required to obtain the permit.

As far as cost, that will depend on what the building department will require in the plans. It could be anywhere from $2,500 to $10k+.
In my past position, I did a lot of work in San Francisco and it is one of the toughest building departments to deal with. I would ask a qualified contractor which architects they’ve worked with in the past and get a price quote for what you need.
