How much does it cost to finish an unfinished basement and do I need permits?

Depends - probably around 2500-5000. Yes you need a permit. The city wants a permit for anything you do in your home.

Does it have a bathroom? If so what will be used to finish the shower area? Tub? Walk in shower? I would have to say $8K basement only.
