I'm adding 12' to an existing bedroom and bathroom. total 12x24. The addition will require taking down the existing outer block wall. I need an estimate for the foundation, frame, windows and plumbing. We will do the rest. Can I get this done for $10,000

I am not familiar with pricing in your location but it will be very location specific what the final price will be. I would generally say that the costs will be higher than $10,000 for the work you are looking for. There will also be roofing work, electrical work (even if it is just added outlets for code compliance), and potentially HVAC depending on your current system.

The best thing you can do is to take prices from a few local contractors to get a good feel on costs. If you go ahead and draw out what you are looking for that can help them bid it easier.
