In NJ, Can an HIC registered/licensed contractor install/replace a dishwasher?

Can an HIC registered/licensed contractor, install a power cord on a dishwasher, plug it in to a 110 outlet, install a flexible water line (the braided metal jacketed one with 3/8" compression fittings on both ends), and clamp the wasteline to the waste tee under the sink, without a plumbing license? With over 28yrs in the construction field and business I’ve worked in many municipalities, experienced changes in codes and licensing. I’ve never had any official, building or plumbing question this. Just a curiosity about this topic and other contractors experience in different townships. If a dishwasher is required to have either a circuit breaker lock or a power cord for the safety of replacing the dishwasher, is it correct to assume that this is just a “direct replacement” not requiring a licensed plumber or electrician? Most townships I remodel kitchens in, don’t require a construction permit if the kitchen layout does not change or alter the location of plumbing fixtures, gas lines, or added btu’s of ranges as well as electrical outlets or lighting. Of course I always obtain permits for complete remodel of any kitchen requiring added devices and fixtures. Curious to see the responses to this question.

One more note: I have heard from licensed electricians in the past that in some townships, the DCA came in to the construction office, pulled the last 10 permits, and fined SEARS for installing dishwashers without permits. Rumor or not?

In the past she didn’t need a permit to install a dishwasher now with new code and regulations its possible need a perrmit.
