I want to cover about 10’ x 10’ for grilling in the winter. No walls just a gable or shed roof attached to the side of the house and supported by post and beam construction.
If you’re attaching to the existing home then most likely you’ll be required to obtain a permit. The regulations vary from state to state so its best to contact your local building code enforcement agency.
It looks as though Canby, OR building codes are regulated by Clackamas County (which handles building codes for unincorporated cities in the county). Looks as though they reference the 2014 Oregon Residential Specialty Code (ORSC). R105.2 itemizes certain exemptions, which includes “patio covers, as defined in AH102, and porch covers not over 200 square feet and supported by an exterior building wall.”
So it sounds like your covering is exempt from a permit (smaller than 200 square feet and attached to an exterior building wall).
Every state and municipality has different codes. The codes seem to be multiplying like rabbits. If you are only worried about the cost of the permit and want to save every dime possible, you may not need a permit in this situation. I understand reasoning to avoid a permit. I would be cautious, because one of them is so your contractor can cut corners or won’t be held to any standards. I would tell you one word of advice, ALWAYS HAVE THE CONTRACTOR PULL A PERMIT. It forces them to perform work to certain standards and complete all work so that it passes a final inspection by a city or county inspector. Better safe than sorry. It could also become critical when selling your home to prove the work wasn’t put together by some DIY’er but rather professionally and passed a final inspection on record.

In Pennsylvania, building permits are required before beginning projects to enlarge, repair, change, add to or demolish a structure, and to install equipment or systems in a structure. I always pull permits when building or adding on to decks.
