Not necessarily if you are just dropping in a new sink, or a new lighting fixture.
On the contrary, I would suggest if you are not 100% sure that you are doing the right thing,
then have a qualified person inspect.

If you are simply upgrading existing fixtures & plugs/switches no. Any relocating or adding new fixtures plugs/switches or appliances then definately yes
The problem when not pulling permits when moving or installing plumbing or electrical, is that should something fail, your home owners insurance could very well not cover the damage from faulty installation. Unless you are an ‘expert’ at doing this type of work, it is not worth the long term risk you may encounter.
