Is it legal for me not to pay my deductible if I live in Colorado?

Often contractors tell homeowners that they will cover the deductible or “work it out”. But in Colorado the laws changed in 2012 under Senate bill 12-38 stating that can no longer happen. Yet some contractors are still advertising or selling the fact that a homeowner doesn’t have to pay the deductible if they use them. Is there a legal loophole?
