I would say it is if you know what you are doing and what you are inspecting for. If not, I would not as chimneys can cause serious fires if not properly maintained.
That would depend if you are have knoladge of chimneys and what to look for. IE if you are running a gas furnace makeing sure if there is a liner and if not how to correct the problem
Yes It is safe but you must be ware. Cleaning chimney is a very difficult job. You can get a length of chain that is same length of chimney and remove the buildup. You didn’t clean it as a professional .

You’re not insured. I am insured in case I fall off your roof, you are not! Can you imagine the expense you’ll incur in 911, medical, and rehabilitation bills? It amy be tmore than the cost of your house. Don’t be a hero.

If you mess up - you’ll end up paying more. For instance, we get calls fro people who had chimney liners, didn’t know it, and ruined the liner by popping holes in it. Or how about the bag of rocks routiine? You can break off bricks and ruin the inside of a perfectly good chimeny.

You might not clean it at all. Very often creosote buildup is extremely hard to remove. If you don’t do a good job you may end up with a chimney fire. Once again - you may lose your home.

Do you really know anything about chimneys? How they work? Why they are shaped the way they are? What your codes are for your village/county/state?
Simply said, the possible damage outweighs the low cost of a simple chimney cleaning. Dont get cheap. It’s cost you.
