For the most part, the area of the country I work in it is unusual for a reputable roofing contractor to request payment for estimating a new roof. There are times, when a contractor give a preliminary estimate based on unknown conditions, or because of limited access, but that is unusual as well.

These days all serious contractors offer free estimates on site for residential houses. Some companies even use satellite systems, where they measure your roof using special computer program without even coming out to your site, and they are able to give you pretty accurate estimate based on info they get from their city maps.

Most companies here in the Bay Area, California do not charge for an estimate unless you are requesting a roof inspection to accompany the buying/selling of a home. In this case there is a small fee and that is usually covered somewhere in the cost of the transaction. We have dealt with property managers with these transactions.

Any reputable local contractor should be able to give you material options with an explanation and teach and educate along the way with prices available for free. We give free estimates, explain what we are going to do and what you can expect start to finish, and have a long list of references to show we do great work and have been around. If anyone tries to charge for an estimate that’s an immediate red flag!

If it is for insurance purposes, than yes, you should pay for the estimate. If you are looking to hire a roofing company, they all give free estimates. Some can estimate from a program using google earth and do not even have to come to your house.

Therefore, the quoted figure must be precise and a considerable amount of work and thought should go into the process.
I am often asked for estimates and I offer them for free. However, when I am asked to provide a quote (or a proposal) I explain that there is a reasonable fee involved due to the extra work required for accuracy. I have never received an objection.
