We’re interested in possibly doing a major remodel/addition of a home in San Francisco. What can homeowners do to ensure a smooth process in regards to permits, discretionary review, etc.?
My first advice is to be adequately prepared in terms of plans and decisions to be made. Second is to expect that there will be decisions to be made along the remodel.
I have no idea what discretionary review, however, your building professional should handle all permits. If variances are needed, then we highly recommend looking at past variances that have been accepted and work with that lawyer and/or architect.

One of the most important things to do first is talk to a reputable architect that knows the zoning and has experience dong what you are planning to build. He should tell you what is possible and what is not. When I mean reputable; Ask for references and check out their reviews.
