Do the walls and floors currently have any covering that restrict visual inspection of the areas? particularly during a heavy rainy season, have you noticed any wet or damp areas on a wall or where the floor and wall meet, if so, the possibility of the waterproofing that was originally applied to the exterior (from the foundation to an elevation above the finish grade) has failed. If the moisture looks to be coming up through cracks in the floor, you probably have hydrostatic pressure which results from the water table rising under a foundation. Unfortunately, these are generally costly repairs and should be done by a local contractor with a history of successfully completed projects of similar scope.
On covered walls or floors where there is an area where there is no prominent sign of water but delamination of the finish covering, discoloration of the surface or mold is present, this could be a sign that any one of the issues described above are present or not far away. Again, contact a contractor who has a history of similar projects as their initial inspection is generally at no cost to you and go from there.
Install a french drain with sub pump in the interior and a basic french or prep drain in all exterior area of base wall that will have excessive water exposure or run-off. If you can afford it seal exterior walls and use drain product that will direct water to base drain and french drains.
Seal your basement walls!
Make sure you are sealing your basement walls with any sort of tar paint sealent.
