Is it a special license or certification? Does it vary state to state? When do I need one? Are they more expensive than regular GCs?
I do not personally have an A license nor have I worked with an engineering contractor, but it is my understanding that engineering contractors specialize in large projects such as infrastructure construction (roads & freeways, bridges, dams, etc).

- A general engineering contractor is a contractor whose principal contracting business is in connection with fixed works requiring specialized engineering knowledge and skill, including the following divisions or subjects: irrigation, drainage, water power, water supply, flood control, inland waterways, harbors, … (etc.)
In most situations you will not need an A license contractor for a residential remodel or new construction project. I would recommend using your time to find a B license contractor.
