I would say its up to your taste. I personally think they both have their advantages. So its a personal preference. Stucco is best on the exterior and texture coating would be best on the interior.
Texture coating is a long lasting paint, it is the final coat that goes on a house exterior (stucco or siding)
Stucco is concrete wall exterior of a house, so they are not on the same category, a texture coating goes on stucco.
Maybe the question is is it better to texture a home exterior or to re-stucco, re-stucco is more expensive since you need to sand blast the house to remove any old paint, with re-stucco you can change the texture from rough to smooth and vise versa, with texture you can only choose between fine, mid and rough sandy textures but it goes on the existing stucco texture of the house.
The re-stucco will give you a more professional look and get you the preferred texture.
The texture coating will mainly hold longer then a paint job, but colors and textures are limited.
