It mainly depends on distance of each run (how far to dig for each) and what other underground utilities are in the area. $20/foot might be a ballpark answer to your question.
Are you referring to water service that extends from the road to the home? If so, you can expect an approximate cost of $15k-$20k (in Chicago). Most of the cost is in labor, especially if you have to trench across the street to connect the water main. Also, a lot of municipalities will require the upgrade because a lot of older homes have galvanized pipe and most municipalities require the pipe to be changed to a more acceptable material. Plus, a lot of times the pipe is only 3/4" whereas the acceptable size is usually 1-1/4". But again, it all depends on the rules of the local building department and which code year they enforce. In all, expect $15k-$20k for the cost of upgrading the water service.
