(We used to call a second layer a butt and run, because after aligning the first course, each successive course was butted against the bottom of the shingle on the first layer of roofing. The $3000 roofer version is butt and run like He__. Many roofers who do this type of roofing do not do a proper flashing tie-in when there is a wall in the field of the roof. About eight or ten years ago, most of the major manufacturers completed the switch to metric shingles. The original roof was probably English measurements of 12" with a 5" exposure using 7" step-flashing on wall tie-ins. The new shingles are metric, approximately 13" with a 5 5/8" exposure requiring a 7 5/8" step-flashing. They pre-manufacture 8" steps that are commonly used. This leaves a choice of ignoring the butts and just installing the shingles according to manufacture directions or butt the shingles, ignoring the manufacturer and the designed appearance of the shingle. (Following the manufacturers exposure leaves a wavy appearance as a result of some shingles nesting and some being on top of the tab.
If you are doing the tear-off, who is installing the ice & water shield and the felts? Are the chimneys getting new flashing? Final answer is back to the range of pricing. You can get a cheap roof for a cheap price, a great roof for a good price or you can sometimes overpay for a roof by supporting a sales machine.
