What is the cost to reroof a 1300 square foot roof; no tear off; 6/12 pitch in New Jersey

It would depend on whether you have to re-ply the roof and other things. You really can’t have a solid price unless someone sees it. I could give you a price but it would be a ballpark figure that would go up or down by the thousands.

V$3000 - $9000. The median price is often the range of prices. Maybe less than $3000
Depends on some answers.
No tear-off because you are tearing off or because you are applying a second layer.
(We used to call a second layer a butt and run, because after aligning the first course, each successive course was butted against the bottom of the shingle on the first layer of roofing. The $3000 roofer version is butt and run like He__. Many roofers who do this type of roofing do not do a proper flashing tie-in when there is a wall in the field of the roof. About eight or ten years ago, most of the major manufacturers completed the switch to metric shingles. The original roof was probably English measurements of 12" with a 5" exposure using 7" step-flashing on wall tie-ins. The new shingles are metric, approximately 13" with a 5 5/8" exposure requiring a 7 5/8" step-flashing. They pre-manufacture 8" steps that are commonly used. This leaves a choice of ignoring the butts and just installing the shingles according to manufacture directions or butt the shingles, ignoring the manufacturer and the designed appearance of the shingle. (Following the manufacturers exposure leaves a wavy appearance as a result of some shingles nesting and some being on top of the tab.

If you are doing the tear-off, who is installing the ice & water shield and the felts? Are the chimneys getting new flashing? Most homes built before 1990 have inadequate ventilation and rarely have intake vents. Does the price include ridge vent? Soffit vents? Do you want a manufacturer’s workmanship warranty? Most major manufacturers have contractors who have qualified by testing, proper insurance, licensing and a commitment to doing the right thing like flashing and ventilation, that they can install a roof system using the manufacturers ice & water-shield, starter shingles, felt, shingles, hip & ridge shingles, and ventilation products and the entire system gets a 25 year workmanship / 50 year material full non-pro-rated roof replacement warranty including disposal costs.

Final answer is back to the range of pricing. You can get a cheap roof for a cheap price, a great roof for a good price or you can sometimes overpay for a roof by supporting a sales machine. The value is in choosing the right roofer and you understanding not only what you are paying for, but what you are not getting because you are not paying for it. Good Luck.
