The best answer for this question in my opinion is any pool can be built in just about any area as long as the correct prep work is done for the type of pool being installed. For each type of pool there are specific methods for the installation. That being said the prep work for each is also different. The three main types of pools are Vinyl liner inground, fiberglass drop in, and concrete pools (shotcrete/gunite). Each of these three pools can be installed in any climate or location for the most part. I should caution you on a fiberglass pool as very cold climates can crack the shell of the pool. So very far north you will have to take extra precautions in the winter to ensure you pool shell stays safe. I will say we are a concrete (shotcrete) pool builder and lean hard towards the custom concrete pools which you can’t go wrong with and last much longer than the other 2 mentioned.
