When installing a roof in Oklahoma do you think ice and water along the perimeter is needed to prevent ice damming?

We always use Weatherwatch along the rake, and eves but, would like other professionals opinions.

Use a good roof edge and starter row on the shingles but it is not necessary to do ice and water shield in that area.
