Where do I start to figure out what I need? Can my contractor do this, or should I hire a designer first?

Energy efficiency? Longevity and maintenance? I would decide on thresholds for each of these questions to better direct the professional you contact for help.
Contractors vary as to the depths they will go in designing your scope of work. I would recommend finding a design focused general contractor. They would be able to assist you in pricing and specifying products for your exterior wall, as well as obtaining any permits your work may require.
If you are more heavily concerned with design and aesthetics of your work, and cost is less a concern or you have a larger budget for the work, an architect or designer would be a great place to start. It’s also good to do some brief research as to the licensing requirements in your area for design professionals - for example interior designers require licenses here in California. Architects are required to be licensed anywhere in the United States. Documentation requirements also vary depending on your jurisdiction, so depending on the full scope and where you are located, you may need to have an architect draft drawings for permitting.
