In order to move the panel, the certified electricians coordinate with the power company to shut down the power, most of the time for several hours in order for the electricians to disconnect the main breaker and/or main disconnect from the meterbase. If and when they move the panel, most of the time the wires need to be extended, costing extra money and materials, etc.
