    New concrete
    $8,500

    In April of 2017 I had a concrete project out for bid on Angie’s List. It had four parts; two entry steps, one 3’x 4’, one 4’x 4’, a patio 10’x18’ with a step, and a carport slab 15’x 25’, specified 6” thick, all with a simple brushed finish. I received several bids, and due to the very good reviews of all the bidders, choosing the contractor was a difficult choice. I ended up choosing Ahawks Concrete. I was most impressed by Eti, and his reviews on Angie’s list. At $8500.00, Ahawks bid was not the lowest. I gave Eti specific drawings of what I wanted to see for the job, and we had a verbal contract; $1500.00 down and $6500.00 due on completion of the work.
    The work was completed by June 2017, and Eddie was paid in full without delay. I was happy with the work initially. By the winter of 2017/18, I started to see items of concern in regards to Eti’s workmanship. I noticed standing puddles of water on the carport surface when it was wet out. These puddles would not drain off. Due to the low winter temperatures, the puddles would not evaporate and when it got cold enough, they would freeze making the carport dangerous to use due to the slip hazard. The puddles also made service under my vehicles impossible without laying in the water. During my spring pressure washing in May 2018, I noticed the top surface of both steps flaking off as I was washing them. The spots that were flaking off hold water and that water freezes making for more slip hazards.
    I brought these concerns to Eti’s attention, and he came to my home to look over the problems on the 15th of May, 2018. In the six months between May and October, I tried multiple times to get Eti to commit to a plan for fixing the problems, but he would not. Instead, Eti blamed the concrete provider for the problems with the steps flaking, and he seemed to think that the carport puddles were not an issue. His attitude was that I was being too picky. In the meantime, I talked to other concrete contractors about the work, and got a bid to correct the problems with the job. This bid is in excess of $9000.00. After speaking with other concrete contractors, I learned the following about the problems. To quote from a contractors bid,
    “From what I could see, the previous concrete finisher might have 'lost' the mud, due to heat or too much time, and possibly added more water than was supposed to be to the mix. The 'chipping' that is going on with your top step finishes appears to have that issue, caused by too much water being added. The Carport Slab grade was not done property to provide the correct drainage of water off the pad. We would need to correct the subgrade first, after removal of your existing. Following that, we would make sure the forms would have the correct slope for drainage” This contractor also recommends that the top of each step be demolished and replaced.
    After six months it was obvious that Eti did not intend to fix the problems. I informed him that I would not have him back, and I asked him to refund three-fourths of what I paid him ($6,375.00 in a lump sum) since three out of four concrete pours are failures. Eti has refused, and has stopped communicating with me. I am compelled to report this to the Washington State Better Business Bureau, Attorney General’s office, Tukwila Chamber of Commerce and the Department of Labor and Industries.
