As a person, Tony is excellent with lots of experience in evaluating to do the bid. However, before you hire him for the job, please note that he does not provide any contracts or any documentation for you to review other than the written estimate that you are supposed to sign and accept. This leaves the consumer in the dark as there is no protection from either side as there is no contract which required by law. In the State of California, for any work $500 and under including all labor and material costs, you do not need a contract and the contractor you hire does not need to be licensed. For any work over $500 including all labor and material costs which means $500.01 and higher, a contract is required by the contractor which is covered under California Business and Professions Code Section 7159(b) and the contract has to follow what the code requires as anything else is considered non-compliant. http://www.stimmel-law.com/en/articles/home-improvement-contracts-california-legal-requirements-protect-consumerThe other issue is this business if you verify the State of California Contractors State Licensing Board (CSLB) for this contractor, you will note that the contractor is exempt from Workers Compensation Insurance due to the reason that the contractor claims there are no employees which means if the contractor came to your property to do work alone, that would be considered self-insured. However, if he brought one or more workers, he would be needed to have workers compensation insurance which is to protect the property owner should the workers get injured or if the workers injure someone else, then they would go after the contractor. If the contractor brings workers without workers compensation insurance, then the property owner will be the one who assumes all liability which meant if there were injuries, the workers and/or those the workers injured will be going after the property owner for liability. So bottom line, is before you hire this or any other contractor, make sure they are doing things legally as required by state law and verify they have workers compensation or else the job will be a very expensive one if there are any injuries as a result. Workers Compensation Insurance is expensive which is the reason he can offer low bid prices as he does not assume any liability for injuries caused to and from the workers. Note that if you question him, he will avoid the questions and basically tell you about his experience and how good of a job he will do which has nothing to do with liability and contracts.

Tony was a very energetic individual. He was very responsive and came on the days we agreed upon.
Although the work was said to him to be that "no money can do better"
I highly disagree and had to hire someone else to touch up, getting the lines straight and the paint runs removed.
If you are looking to get the job done fast and do an ok job. He is your man, if you are detail oriented and doing it for the home you are planning to live in (as I was) he is probably not your guy. -

Tony did an amazing job! I was preparing a house to sell and didn't have a ton of extra time. He was able to fit me in and get the job done in a timely matter and for a very reasonable price. The home required a lot of prep work and had previously been poorly painted and he made a 100+ year old home look like new again! I will absolutely hire him again and refer him to anyone in need of a paint job.

Tony did a great job. He was responsive and rallied to get my job done quickly while under a lot of pressure (we needed it done fast and he had to work around our contractor, which made it really hard to paint). I'd definitely recommend Atlantis!

I hired Tony of Atlantis Decorative Coatings to paint 2 of my offices in the past. Last year, he remodeled my condominium in Albany. He has a history of working on luxury homes but is super efficient from his years in commercial work. I just moved to a new place so will be booking his services again soon!

Tony and Marco were great. Reasonably priced, excellent work painting, etc. our house, repairing and painting our garage and ceiling. Tony, the owner, has good taste-kept us from color errors, he has a great personality and was easy to work with and was extremely patient. He was a man of his word, which is hard to find in most contractors. We highly recommend this business and will hire them again.
