Totally unreliable. Did not finish our job. We took him to small claims court and we one judgement for 6,000 dollars which he has never settled. He seems to start a job then disappears with the 2/3’s down payment. Don’t be tempted by a low bid. Take your money and run as far away from the Carter as you can!!!!! “F” rating!
