We got a quote from Kevin Johnson with Chief Concepts Remodeling LLC and that was back on October 7, 2019, the project in our home is a complete bathroom remodel in an older St Paul home. He quoted the project at $19,800, he said he required half down payment for the project. We wrote the check out, and he cashed it the very next day on October 8,2019. It is now December 17,2019, over 9 weeks later he has not called or showed up to start the work. The last time we had any minimal contact was he said one of his employees died and his dad was in the hospital. But when we tried contacting him by phone, he wont answer and sends us to voicemail. His voicemail said he was out of town on vacation over Thanksgiving of 2019. He also falsely advertises his business address and makes fraudulent claims of using other businesses addresses that are not his company. We have contacted all the News stations to investigate, filed a complaint with MN attorney general, and Department of Labor. He also never pulled our home building permits in the last 9 weeks since we paid him. He told us he didn't need to do that until the project was done, which is a lie, because it is illegal to work on a home in MN without pulling the building and plumbing permits FIRST, before any remodeling job begins. We found this SCAM/CON artist through HomeAdvisor as well.

I had a deck built by them. I paid my bill in full and on time even though they went 4 weeks overdue, left the deck dirty, and stood me up for two walkthroughs. I can forgive that, but they have neglected to pay their own bills so lucky me I know have a lien placed on my home for a large sum of money for their failure to pay their materials with other companies. He has promised to resolve the matter so we can get our lien removed, but is now not responding to us, and no payment has been made yet.

Permits
- Building permit records show that Chief Concepts LLC has worked on 103 permitted projects.
We entered into a contract on 15 March 2019 with the contractor, Kevin Johnson of Chief Concepts LLC to finish the basement. The Contractor agreed to furnish all necessary supervision; to supply all materials, tools, equipment and supplies; and to employ all subcontractors necessary to complete the improvements. We paid 50% of the contract amount on the day the contract was signed. Kevin was very prompt with his responses while negotiating for the contract, till it was signed and the initial payment was issued. Following that, it was difficult to reach him by phone, by text or by email. He rarely replied to our numerous messages and never picks up the phone.
The project moved at snail’s pace. Meanwhile, we paid the second installment (as per the contract) to Kevin in September 2019, before the drywall installation. At that time, he promised (with a written commitment) to finish the project on 25th October 2019. Following that, Kevin became gradually more evasive with time. The deadline passed by without any sign of Kevin completing the work. It was still incomplete at the “extended deadline” of 25th October, 2020.
In early December 2019, Kevin replied to one of our numerous emails, mentioning that he is going through financial difficulties and that he is unable to buy the materials needed to finish our basement project. He proposed that, we purchase the remaining items and he will provide labor, to finish the job. We calculated the final balance and realized that if he provides labor and we provide the materials, we may be able to get the job done even though we will be losing some dollar amount. We were desperate by that time and wanted to get over with all this suffering. So, we agreed to his proposal. We modified the contract accordingly on 18th December 2019.
However, following this, Kevin became more evasive and almost incommunicado. Meanwhile, the drywall subcontractor contacted us and told that his dues are yet to be paid by the contractor (Chief Concepts LLC). In early January 2020, we learnt that Kevin has ceased to be in business. We continued desperately to contact him but he never responded. As of today, the basement is still incomplete (after giving the full amount to Kevin and enduring 9 months of suffering). The whole project turned out to be a nightmare for us. We will need to spend another $5000 to finish the basement. This $5000 is the amount of loss for us (besides the loss of time and the inconvenience endured by us during that time).
This review is meant to forewarn any other prospective owners about Chief Concepts LLC (and Kevin Johnson) who are looking for to hire contractors for home improvement.
