We contracted with First State Building & Design to build our deck. First State Building & Design failed to obtain a building permit and failed to have the proper inspections during construction. Their response to this was I did not want permits pulled, which is false. Their website and the contract states permits will be obtained. I became aware of this after I noticed several areas of the deck were built incorrectly. Including but not all inclusive, improper amount of support post, improper stair rise (they initially installed a stair with a 12" rise), one stairway build to narrow, no flashing on ledger board, deck board layout different then agreed, deck gate opens on the wrong side, into the main area of the deck. Deck not built per manufacturer installation instructions. Everyone of my concerns about the construction of the deck were dismissed by the builder including the placement of the materials when first delivered. The materials were placed in front of my garage blocking a car in. I informed them just the day before they could not block the garage. When I inquired about it he said "well they had to go there, it's not like we have 100 acres to place the materials on". When First State Building & Design was attempting to sell the deck to us they would frequently call, when we did sign the contract in April they were supposed to work us in the schedule and offered a discount. We waited all summer and into the fall with no word from them. The contract was ready to expire and I ask them for a build date. I received a response saying there were many jobs still ahead of us and they would fit us in as soon as possible. We I informed them the contract states the work will start no later than this date they responded with, oh PA just needs a date on the contract, it doesn't mean anything. This has been their attitude about the contract during the entire process. They are now attempting to bill me for a change order in the amount of $700.00 to pull a permit and create the required drawings for the township. This is clearly covered in the contract, section 5a states " PERMITS: Contractor shall apply for and obtain all necessary permits and licenses to do the work. The cost shall be included as part of the Payment to Contractor under this Agreement". Once I inquired First State Building and Design for a completion date, the final inspection and the certificate of use, First State Building and Design walked off the job, removing all remaining building materials, the dumpster, the portable toilet.
They have since fired the project manager that was onsite doing the actual work but have failed to return to remediate any of the issues or finish the deck. This has been going on for 11 months so far.

Permits
- Building permit records show that First State Building and Design has worked on 6 permitted projects.
Very familiar in the previous review with Craig. The same situation. I am reading this post on the FSBD company review. My experience The county permit pulled, had expired and FSBD is being fined by the county inspectors, due to incomplete work.
The same experience as previous review. Presently, FSBD agree, are returning to complete my basement, that needed work materials and was not approved to pass. Few items needed to complete past, pulled permit.
Hmmm ? I will update here after they complete job ? with a review to be continued...
