In April of 2018, my Boyfriend gave Frank Jarbeck money to do a new roof. Well the roof was never done after many excuses. We had a lawyer call Mr. Jarbeck to get the money back. 3 different times he said he would meet us to give the money back but that never happened. Finally I looked Frank Jarbeck up on the internet. What I learned was amazing. He has been in jail and committed this type of fraud in several counties. The police were called and he now has a court date coming up. Never, Never hire Frank Jarbeck to do anything unless you want to part with your money never to be seen again.

Back on May 9 we had Frank come & give us a price to put a new roof on our house,& we gave him 1/2 of the cost to him! He said he would be out the following week to do the two day job! That's when the excuses started some legitiment & non legitiment for the next 14-weeks! We were very patient,& understanding for many weeks,but then he started to say he was coming & he never showed up. We then got our local police involved,& proceeded to get our money back,& again the excuses started on being able to get our money back! Finally on the evening of August 17th with the police present we got our deposit back! We would not recommend him to do any work as per our experience he never came to do the work he said he would do 14-weeks after May 9th,2020

On April 14, 2020, Frank Jarbeck was going to get started right away on putting a new roof on my house. After that day, when he left my house with almost $4,000 in checks to cover labor and materials, everything changed. I got nothing but postponements and unpleasant behavior. On April 28, he said he would not work for me after all, and he was immediately putting in the mail a money order refunding my money. I waited and waited and there was never a money order. He never responded when I asked to see the receipt for its purchase. When I started pressing him to meet me near his home to return my money I got no answer.
An interesting note is that he is insisting he is not responsible for refunding to me the $1,662 in materials from Home Depot, as he never picked them up. In fact, I have emails from him from April 22 specifically telling me he had picked up the materials (which I had paid HD for directly), and the following day the amount was debited from my bank account.
He had originally told me he had a PA contractor’s license. When I asked to see it, he said he’d send it but never did. The Attorney General’s office confirmed that he had held no license since January 2019. It confirmed something even more interesting. Researching him after the problems began, I found there was a “Frank Jarbeck” who had been in jail for fraud, who had numerous civil judgments against him and who had had a number of state and federal tax liens, and numerous infractions of driving with a suspended license or no license at all. The Attorney General’s office confirmed this was the very person I was dealing with.
In the end I have filed charges of criminal contractor fraud against him with my township police. The report number is #20-08732, filed in Cheltenham township. What Jarbeck did is a second degree felony punishable with five to seven years of jail. It is now up to the police to deal with him as a criminal.
I am 70 years old and I cannot generate money for extras like I used to be able to. I desperately need a new roof, and what Jarbeck took was my roof money. Without it I cannot pay for the roof I so badly need.

In short, do not hire Frank Jarbeck. He is unreliable, dishonest, unprofessional, and he will always make excuses for why he isn’t doing what he agreed to do. He will take your money and disappear, all the while making more promises and excuses about how he will pay you back.
Ultimately, I should have done more due diligence before hiring Frank. He has multiple negative reviews, complaints with the Better Business Bureau, and has faced criminal charges for this exact kind of behavior. I only found this out after it was too late and I fired him for not showing up when he was supposed to. He then agreed to pay us back $2,000 of what he owed us for unfinished work. And that was well over a month ago. The $2,000 is only a small fraction of what he owed in terms of both money we had paid him in advance and work he didn’t complete but we tried to be generous and come up with a sum that he could repay. Apparently, that was giving Frank too much credit.
To top all of this off, his work product is sloppy, slapdash and not up to professional contractor standards. We are now paying a new contractor to not only complete the work Frank didn’t finish but also to re-do a bunch of the work he did do. For example, we found pieces of dry wall stuck behind the new walls he had put up, rotting and creating a mess for no reason. His paint work was bad and he only did the first coat when he promised several coats of painting.
To reiterate, I would strongly advise against hiring Frank.
