Complete fail/unreliable/untrustworthy/awful experience. Ryan failed to open permits with City of Portland twice. He requested immediate payment for his time spent trying to obtain permits. At this point he pretty much gave up and would not return my calls/texts/voicemails for over 3 weeks even though I had already paid him a $3k deposit to perform work related to/dependent on the permits. (Keep in mind this work was part of a house being sold under contract, with impending closing date, so 3 weeks of inactivity was brutal - and every day the house sat vacant/not sold, was directly costing me more money and putting the sale at risk as well). After three weeks of trying to get in touch with Ryan, I called Brittney to try to get a refund of my deposit, who insisted I speak with Ryan first, but if I still wanted a refund she promised me she would answer my call no matter what. After speaking with Ryan, I still wanted to get my refund, but now Brittney wouldn't answer or return my calls! I ended up getting my money back, but only because I submitted a dispute through my credit card company. There's more to this story, but trying to keep it short for purposes of the review. I ended up doing the work to obtain the permits myself (drawings, plans, working with the City, etc), and I found another contractor to do the work, who was great, and charged about half as much and did more than what Ryan was going to do.
• According to 2017 ORS 701.312, he had 10 days to return the deposit after I made a reasonable demand to return the deposit. Failing to return the deposit is grounds for probation.
• Oregon.gov website indicates that written contracts are required on residential structures that exceed $2,000 (Ryan never created a contract and therefore I never signed a contract). Certain notices are required to be provided to the consumer and none of these were provided to me. Just all around bad.
