First and foremost, it should be stated that there is an existing lawsuit against Frava Services.
I have an existing business and recently purchased the property next to it. After asking around, someone had referred Frava Services to me. They mentioned that he ran a rather small operation but he does good work. After quoting a few companies, Frava offered the best prices and he contacted me frequently to try and gain my business. His prices are great and when you first meet him you will trust him because he seems honest, humble and determined to gain your business. Do not let any of these things fool you as he is good at his acting. Mr Franco mentioned that he was recently burned for a job he did for a realtor, he asked that I prepay him some money for tree-trimming and fencing. I pre-paid him and he got both of those jobs done promptly (December 2017). This is his first method to create trust and rapport with his clients. He then asked me to pre-pay him a larger sum of money (for a concrete job) and I gladly did because the other jobs were done. It is now May 2018 and he has yet to complete any other jobs than the first two he had completed in January 2017. I have paid Mr. Franco a total of $57,500 and he has completed (per our contract attached in images) only $24,000 worth of work.
You will be able to reach him easily. If you call or text, he will answer promptly. However, he will give you a date of completion, updates etc. but they are all a ways to buy more time. Mr Franco has made around 20 "promises" on when the jobs will be completed but hasn't kept a single one. Mr. Franco will also give you many excuses for his no-shows that are personal matters but again, these are all a form of distraction.
DO NOT make the same mistake I made. Although his prices are competitive, you are much better off paying more for a job that will actually get done. He also operates under the name FRANCO SERVICES and his name is Oscar Franco Vaca.

Hired to install toilet and pedestal sink (rough in was already complete) in half bath. Did not have basic valves on truck, broke toilet tank, and charges 6 hours of labor ($568). This is 4 to 5 hours more than any competent plumber has charged me in the past. When I asked why so many hours, and explained that charging me by the hour to pick up a replacement tank that they broke, and parts that you should have on truck, was not reasonable, he began to try and negotiate for future business. Said if he could get future new build construction work, that he would charge me less. My suggestion is do not hire. They are not competent at best, and weasles at worst.
