    We hired Gilpin in 2016 to remove tile flooring from our outdoor deck that was leaking, add a waterproof underlayment, and then re-tile. He assured us that he could do the job, wrote a detailed contract describing exactly what he would do and the materials he would use. It took him quite a while to complete the job - but I will say he worked very hard at it. He did not actually complete the job. He was taking forever - was on to other projects and not being reliable about returning - so we did the finish work on the stucco and grouting ourselves. A few months later the leaking resumed. We were unable to get him to return to the job to look at it - he missed and cancelled appointments. His wife called to cancel one appointment saying he was in the hospital. We said to call us when he was discharged and healthy- never heard from him again. Later we were told his wife came to our home to take photos but we don't really know if that is true. During this time he did not renew his contractors license and we were told by the Contractors Association Gilpin could not do anything to fix the project as he was not licensed. Since we had to repair his work anyway we decided to expand the deck. The new contractor called us over to show us what he found when they removed the deck flooring. Just some of the errors were not using waterproofing materials designed for floors, hammering nails in the supposedly waterproof materials which would break any waterproof seal, using blue painters tape to seal around a floor drain on the deck. The new contractor provided photos and documentation of concerns regarding Gilpin's work so we filed a complaint with the Registrar. At the hearing, we ended up withdrawing our complaint. A bit complicated - but apparently there is a technicality that we should have given Gilpin the opportunity to correct the problems - even though the Contractors Association originally told us that with no license, not to allow him to even look at the project. Not sure how we could have given Gilpin that opportunity as he was avoiding us, would not respond to meeting requests and was not licensed during the time we needed him to make repairs. We decided to move forward with another contractor as Gilpin's avoidance could go on forever and continued delays would be further damaging our deck. At the hearing with the Registrar he tried to blame us for having a "complicated project" - even though his written contract indicated no concerns and detailed the work he would do to correct the issue. He seems like a nice guy - but in our case he accepted a project that he was not qualified to do - and we paid for it. Actually we paid for it twice!
