Permits
- Building permit records show that Glowtex Builders has worked on 17 permitted projects.
Be VERY careful before hiring contractor Bruce Miller (he is the only one in Glowtex Builders).
In September of last year, I hired him to build my new 2-story house. He offered a "not to exceed" price of $1,060,494. It was a bit high, but he seemed experienced and knowledgeable, and, most importantly, he assured me that the cost will end up being less, with the "not to exceed" amount being worst case scenario. 11 months later, after extracting $1,132,989 from me, which is more than $70,000 in excess of the promised price, he has not completed many of the items on the contract, including site concrete, finish carpentry, insulation, drywall, cabinets, finish electrical and plumbing, interior and exterior paint, air conditioning, and others. He told me that, to finish the items, he wants an additional $700,000!!! When I explained and showed to him that I have already paid more than 100% of the agreed price and asked him to finish the job, he completed ABANDONED my project and stopped returning my phone calls and messages.
Several of his workers subsequently told me that he was paying them much less than what he was reporting to me, essentially embezzling part of the money which was supposed to go to them. A few of them told me that he has not completely paid them even the meager amount he had promised them, even though a part of the money I gave him was specifically for the jobs they completed.
After the first 3 weeks on the project, he stopped even showing up, often coming only once or twice a week to extract more money from me. More specifically, out of 232 working days, he appeared on the project 72 days and remained on site for the entire working day on only 16 days.
As a result, he is now under investigation by the California Contractors Labor Board, but that does not help me much, as my project is stalled mid-construction, and I am left with no choice but to look for someone else to do the work that Bruce Miller was already paid for.
