I called at 2:00am after a devasting basement fire. Harbor View Restoration LLC Frank Hoffman arrived and he was the nicest, most caring and helping person, I have ever met in my life. I have to say this guy seen our situation and once he heard we had no insurance and could not afford to pay to secure our home HE Boarded our windows and doors for free. The next day I found out we had insurance that was put on our house by the mortgage company, I called Frank back and he would not take payment or my policy info. After a few weeks, I realized I can choose the contractor and the bank was not going to do the work. I had more than a few contractors the night of the fire and public adjusters the following day tell me that if I did not hire them that's what would happen. They were all liars new scammers. Frank just finished our house ahead of schedule, his crew was helpful through the whole process. My house is nicer than it ever was. If anyone wants to call me and come see my home just email me. I don't know how people can write a bad review about this company or man , he doesn't have a mean bone in his body. I never had anyone do anything for me and when I first did research before hiring him I was skeptical due to the bad reviews. I had no money and had to get as many contractors as I can, I also was going to use the bad reviews to get a better deal (prior to finding out I had no insurance) shame on me. We hired Harbor View Restoration for an extension that we wanted built on an existing first floor extension. The price was extremely fair and the crew showed up on time and began working on the demo portion of the project. Once the exterior wall was removed, the foreman called to show me that they discovered that the extension that we were building on was lacked all necessary supports and was likely put on without permits or was just a screened in porch that someone boxed into make it part of the main structure. Although there was clearly a problem, I called a friend who is a building inspector to verify that the everything that he was telling me was accurate. The inspector confirmed the problems and told us that we were lucky he didn’t just continue with the project and that he did the right thing by stopping.Despite the additional cost to rebuild the first floor (a problem that had nothing to do with Harbor View), we are extremely pleased with the project. Both Frank and Mike went out of their way to guide us though the process, came to give the most cost effective method of safely resolving the problem, and had a crew at our house 6-days a week until the project was 100% complete.
We really consider ourselves lucky to have found them. We believe that if we had hired a small company, the project would have lasted months because they wouldn’t have been able to commit such a large crew to our house every day for a month to finish everything. We also believe that another company may have just thrown the extension on the first floor without rebuilding with the necessary support because they wouldn’t have had the capacity to fix it properly.
After the project was completed, I sent Frank and email to discuss a few minor imperfections. Less than 30 minutes later (at 9pm) he called to apologize for the problem and had a crew at our house at 8am the next day to resolve everything better than we ever expected.

Harborview was right there guiding me through my fire insurance and permits process. It was a little intimidating but they assure me that the work will be done in essence of time. My home is beautiful now. Better than before the fire as promised. These guys are courteous professional and reliable. I highly recommend them.

This is really weird, I agree frank Hoffman is rude. But I am opposite side of fence, he did a awesome job of my mother's house. I was very angry at first about the showing up on fire scene, and getting my mom to sign a paper to do board-up. But next day when I got there they had a crew working they were great couple guys. Anyway much to my surprise my mom hires them to build back the house, I had a good friend in the business so I wanted him to do the work. But frank Hoffman on the outside seems like a prick but he knows his work truly, my friend came on the worksite early and after they were almost complete he said and I quote this guy knows his $&:t "
So a few things the company was a little fast talking but they did the work flawless, and actually upgraded the kitchen. So I am extremely happy my mom did business with Harborview restoration and frank Hoffman. 1 more addition I actually found out later he upgraded the kitchen outta his profit margin. So really doesn't get better than that. -

One star is even too good for them.
1) they show up at disaster scenes and almost force you to sign on the contract
I was panic at the fire scene. A man from the company approached me and kept talking to me about how I should act now in order my insurance to pay for the damage. The Act means to hire them for mitigation. I was stupid. I was convinced and signed on the contract.
2) They said do not worry they are going to bill to insurance company directly.
They billed my insurance company but my insurance company denied because they failed to give the evidence and proof of their job. They come back to me and asked to pay the bill.
Otherwise, they said they are going to sue me.* while they are doing mitigation, a lot of things had vanished. I asked the head of the team, he said " do you know they said the fire men steal " Can you see who they are?
There are many other things that I wan to tell about this company. It is just not the people you want to associate unless you are very panic and you could not judge the matter correctly.

My Aunt had a fire in her kitchen and one of Frank's salesman showed up at the house before the fire engines left. He told my aunt that he was going to rip out the cabinets, the rugs and the floor. He was going to give her a brand new kitchen and it wasn't going to cost her a dime. Luckly her insurance company did not approve him. She hired someone to come clean the house and after that the only damage was the oven had to be replaced. This company puts on an act in front of the adjuster to get the estimate to it's max, he has you sign a paper which he says this is giving me the authorization to begin work. Don't sign it! Read the small print it says on the bottom ALL WORK HAS BEEN COMPLETED TO THE INSURED'S COMPLETE SATISFACTION AND APPROVES PAYMENT FOR THESE SERVICES BY THE ABOVE NAMED INSURANCE COMPANY. This man has got to be stopped please write a complaint to the Attorney General and if he forges any documents go to the police and file a complaint.

Frank Hoffman is the owner of Harbor View Restoration, a company that supposedly performs "cleanup" and/or restoration services for fire, smoke or flood damage. I cannot adequately express in writing how much I regret ever having any contact with this company. They must have used a police scanner to find out about a five-alarm fire that affected my apartment in Union City, NJ, because they showed up at the scene and coerced my tenant into putting me on the phone with them at midnight (while the fire raged) and to hire them to remediate smoke damage. They did a shoddy job, did not correct the work, and then sued me when I didn't pay them. I never signed a contract, but they forged my signature on one. I live out of state and just had to travel up to NJ to face them in court. The burden of proof would have been on me about the forged signature, and to mitigate any future costs, I settled with them for much more than they deserved. They have a history of these types of practices. The Consumer Affairs Division of the NJ Attorney General's office has many complaints against them, and they have an "F" rating with the Better Business Bureau. After I expressed my dissatisfaction with their work, they submitted the same estimate to State Farm which had already been submitted under a completely different policy and claim number in an effort to get the insurance company to pay them directly. They were unsuccessful, and I have reported them to the Insurance Fraud Prosecution Division of the NJ Attorney General's Office. I also filed a police report about the forgery. I was inexperienced, but now I know that you should ALWAYS contact your insurance company to file a report before hiring ANYBODY to do a shred of work on your home. Your adjuster needs to come and assess the damage BEFORE a mitigation company is hired to do any work (unless it's raining in your house, or your front door has been broken down). Be VERY wary of any company that shows up at the scene of a fire or natural disaster, and be on the lookout for smooth talkers.

Please stay away from this contractor. He comes across as a caring person and he is going to fix everything for you...."not a problem" . Yea right, his scam is that he has you sign a paper that authorizes your insurance company to send the check directly to him. He does as little as possible until he gets the check then he walks off the job. Now you have to pay thousands of dollars to hire a lawyer and sue him for not completing the job.
He refuses to put anything in writing, he loves putting lien's on your property, forges documents, lies, harreses, preys on older women, he is by far the nastiest man I have ever met. I hope and pray that someday this all catches up with him and he gets what he deserves.

Wow...these reviews are not a shocker...accurate... arrogant pig is an understatement... for hurricane Irene his secretary told me the work to extract water and clean would be around $1,200 to $1,500.... 2 weeks later I get a bill 1for over $6,000...um I don't think so.... she took advantage that o was desperate, I was pregnant and had sewage back up in my basement they even emailed me to get into my home, were so nice....wolf in sheep's clothes.... after that they said they had a lienon my property, threatened to come over and vandalize.... we were not intimidated, and I said well court it will be.... a week before , Joan, who apparently happens to be his wife calls so that we can settle for $5,000.00 , she is out of her mind.... see them at small claims.... that we did, he tried to lie... and was his arrogant self, arbitrator saw right through him.... I didn't have to say much....needless to say I am pleased with the outcome, don't be intimidated, let him take you to court he is who he is and anyone will see through him.

Frank Hoffman is suing me for work he said he did but never even entered my house. I don't understand how someone can just make up a bill saying they did A, B, C and then call and harass you to pay it, when I never even asked him to do work inside my house. He was supposed to waterproof a window from the outside. I got a bill for $5, 487 for supposed painting, carpeting and molding put up. Crazy right? I think that this is known as extortion because since he gave me that bill, he has threatened me and my family, harassed me with VULGAR messages and texts. I totally DO NOT RECOMMEND HIM, I feel he is running a scam!!!

Harbor View Restoration did a great job in my home after my fire. My kitchen turned out to be my dream kitchen and my master bathroom is now better than the SNPA in Borgata. I can't express my appreciation for Harborview Restoration for fixing my home after another contractor I hired left a mess and disappeared after my house went on fire.
