Hugo Rios is a scammer and a thief. I would caution anyone before entering into any agreement with him. He was paid a sizable amount of money in advance for my project. He showed up for 5 days and destructed a large portion of my property in June. We are at the end of September and I haven't been able to make contact with him as he hasn't shown up to complete work he was paid for. He has caused me extensive delays and costs to have work done. I will be filing suits against him, but wanted to announce this message for those interested in retaining his services.
