Hydrascope Engineering aka Machado Land Investment aka Irontree Consulting and Mitigation
Owned by the same people, some of the same workers and board members.They state they have 35 years experience. They quote you $2500 to assist with code cases plus permit fees at approximately $1500. The final total cost was $18672.98 plus $2000 in administrative fees for the County of Riverside's Code Enforcement plus $303.50 for a citation (that they can mitigate for you for about $1200) plus it took 13 months to complete the work, the loss of the sale of the house plus they will scrap out thousands of dollars of 2 x 12 x 12s of pressure treated wood after it was agreed they would take it down and stack it up on the property.
You can contact them multiple times and you get told "you were on my list to call" , get no new answers only that things are in progress. You can request a copy of the grading plans but you will never see it. But they can always contact you for money or more money.
The initial quote of $2500 is to mitigate but apparently does not include administrative fees, use of their truck fee, phone call fees
You will get 2 -5 invoices a month.
They will blame delays on the County, the weather and payment. They will verbally tell you they will make a promissory note (as by now you have way exceeded $2500 with no progress) or state they will salvage your wood and stack it on the property but they apparently do not communicate with each other as their verbal word accounts for nothing. But the billing invoices come regularly.They will tell code enforcement dates of when permit numbers will be available, not do it and you will end up with a citation that you can add to the never ending cost
Some billing invoices will have the same dates, always seems to be an administrative fee bit different invoice numbers.
