    Please read this if you are considering working with David Balmas or any of his associaties. In 2019 his company was IB construction. He was working under licence #818851. That license is currently suspend "The license is suspended for failure to comply with an arbitration award." That's because I won an arbitration case against him and he still has not paid me. The California State Licensing Board will not let him work under that license until he does. Aparently he can just change the company name and get another license. I will be notifying the CSLB.

    I have worked with a lot contractors. We were in a time chrunch and Balmas said all the right things and I figured how bad could it be. This was "on the job training" for Balmas. He could not understand basic aspects of simple construction. He repeatedly lied about his experience, the project status, who he was hiring, materials used, state and county code requirements...
    Email me and I will be happy to share specifics about his incompetence.

    Arbitration award was inpart due to the fact that Balmas was not paying his sub contractors. This is a typical tatic used by incompetent and dishonest people with intent is pilfer money from their targets.

    The work was so bad that the job site had to be shut down twice. Once by the landlord for fumes. This shut down several other business and sent people home nauseous from the fumes. They had to settle with at least one tenet for work stopage. Balmas would agree to be present for site inspections by county inspectors and then be AWOL. No doubt avoiding having to be accountable for the crap workmanship.

    READ this! Balmas/IB Construction did not pay their sub contractors and then placed a bond on the property (commercial retail) naming me, for the ammount of money they owed the subcontractors! I had already paid the contract to amount of work done. This was a total scam and the CSLB agreed. The bond was removed and Balmas never persued any further demands because he knew it was a scam. In fact, as mentioned above, I brought this to arbitration thru the CSLB and they found that Balmas owed me moneny!

    His licences was suspended by the CSLB. Same person. Different company name, different license number.

    Balmas never submitted any douments to defend himself in arbitration and did not even attened the Zoom meeting for arbitration. He knew he had no defense. Balmas is an embarrsment to all ligitamate trades people doing honest work.
