On July 14, 2011, Isaac Forrest appeared at my mother's home in Newark, DE. He offered to pave her driveway for $3500. After some high-pressure slick talk (offer good only today, for cash, etc. etc.), she declined the offer, so Forrest left. Later, when mother went out for groceries, Isaac & crew proceeded to tear up her driveway and begin the repaving job. When mom returned home an hour later, the job was 25% complete. My mother notified me. When I arrived, Isaac stated "we had a deal." There was NO contract signed. I contacted the Newark Police Department. After the job was done, Isaac Forrest was arrested, cuffed, and escorted to jail.
He later posted $2000 bail and is now free to do business again. The charges were (1) Doing business without a license in Newark and (2) Fraud upon an elderly person (note that he's been convicted of this before in Delaware.) Issac Forrest will need to appear in court to answer to both these charges. Issac's business card reads "White's Custom Paving" and is owned by Ms. Carisa White of Smyrna, DE. My advice is to avoid this character, and keep an eye on the elderly members of your family.
