Permits

I hired James Talbot to build a two-story detached garage with water/sewer access. During our initial meeting he seemed quite insightful, experienced and well-mannered. As the project progressed I thought he seemed reasonably skilled as a builder, although he seemed to have more patience and skill with the framing than he did with the final trim. As the project was almost finished I noticed that James, for some reason, had neglected to place the water access pipe, as specified in the contract, before the concrete was poured. Now that the slab is in place, adding it would be more time-consuming and would involve cutting or drilling the concrete. We all forget things at times and that's fine, the important part is taking responsibility to correct the situation in a reasonable, adult-like fashion. When Mr. Talbot then asked for the final payment and I called his attention to this last missing detail I was expecting a professional conversation to explore our options for adding this component that he had missed. After all, what is the use of a dry toilet and sink? Instead, the language of his response, along with his volume level, facial expressions, and body language, in my opinion, seemed so socially odd and aggressive that I felt unsafe. Thankfully, my children were not near the backyard at the time and did not hear him. I fully documented this interaction in a report I made at the Blaine police department due to the disturbing nature of some of the statements Mr. Talbot directed towards me. Even though he had been paid in full, Mr. Talbot left the job without completing the contract. Two months later there is still no water access line next to the sewer pipe for the sink and toilet as specified in the contract and no response from James. Clearly, James Talbot will not be considered for any future projects.
