We did not have a positive experience with this contractor. After the first half of the work was completed, communications became very poor, then nonexistent. He asked for (and received) an initial deposit and two advances totaling 3800 dollars and then stopped coming to do the work. We have had to contact the Pennsylvania State Attorney General's office to file a complaint and the Better Business Bureau to investigate his business and then file a complaint. On the basis of our experience with Jeff, it seems that he cannot be trusted with customer's money and does not honor his signed contractual agreements. I would warn potential customers to be wary of trusting him with advance payments on a contracted job; all payment should be deferred until the job is complete.
These are the details: We signed a contract with him to hang drywall in our basement, to do several small jobs (including installing a light fixture and replacing an outdoor window sill), and for 2200 dollars a plumbing job of connecting our French drain to our main drainpipe. We agreed to the sum of money he asked for all the work (over four thousand dollars). We provided a deposit 2200 dollars before the work began and an additional 1600 dollars in advances when he stated that he ran out of money with which to pay his men and buy supplies. He completed all the work except for the largest and costliest portion - the installation of the drainpipe. He didn't come as promised; we called and got more promises. Gradually, he stopped answering his phone or returning our calls.
We liked the drywall work he had done and wanted to give him another chance. We also thought he had perhaps taken on a difficult plumbing job that he couldn't actually carry out. We called him and left a message stating that if he would paint our outdoor windows, we would consider his obligations to us at an end. He called back agreeing to do this, but never showed up. Weeks have gone by and he neither answers his phone nor returns calls.
We then tried to contact him by phone and again left a message and in writing, and asked for the return of the money we had advanced (two thousand dollars). We have heard nothing from him and he has not answered any of our phone calls.
