Joe's Plumbing Heating & Air, LLC is a definite STEER CLEAR business. The owner, Joe Pape, initially came to the residence and provided his estimate. We agreed upon a date and his employees (2) showed up and got started on time. Work was said to take 1-day, but took over 5 days to complete. It was discovered after the work was complete that they did not complete the job as outlined in their bid/job proposal, put used plywood down as replacement flooring, DID NOT draw required permits for the installation of a Hot Water Heater, subsequently didn't have required inspections completed by city as well. The day he started, Joe Pape found additional problems and more than doubled the quote for the full repair and when he was told that we weren't going to put this much money into the home, he asked 'how much can you spend' on the repairs. After completion of the work, I was waiting for inspections to be done and a final itemized bill with a breakdown of all work accomplished. I requested this information at least 3 times via text message and then received a THREATENING TEXT MESSAGE where Joe Pape stated "drop off a check tomorrow or I am cutting everything out that that I did." Joe, I believe, actually did little to no work himself. He apparently lied about being a Master Plumber, as his profile states another as the Master associated with the business. He texted me his phones were being shut off, had to close his business, couldn't pay his employees... after paying him over $4,ooo in a 7-day period. Expenses for ALL materials was probably well less than $1,000 for this job, then he demanded an additional $2,250 for the work. WORST EXPERIENCE I HAVE EVER HAD WITH A BUSINESS SINCE MOVING TO NORTH DAKOTA 12 years ago!! Ended up going to Bismarck PD and discussing the text threats to my person and property with an Officer, who contacted Joe Pape.
