I hired Joshua Klochak on February 25th, 2014. I signed contracts for $10,000 worth of work and gave him a deposit check for $3,950. He stated he would come back and stake off the locations for my deck & ramada so I could get a better feel for placement – this did not happen. That same day (2/25), I emailed him my deck design. On 3/6 he replied the material cost would be the same, but he would need to create a new labor estimate – this never happened.
On 3/14/14 I emailed asking for a project start date. I finally heard back from him 3/18/14 saying he was stacked up with jobs. I wanted to see some movement for my $3,950. I asked that he please keep me informed so I don’t have to keep tracking him down – this didn’t happen.
A month after giving him a deposit (it’s now March 26th) – still no communication since 3/18 from Joshua Klochak even though I’ve left voice mails and sent email asking he call me. On this day I decided to cancel the contract due to unreasonable delays, lack of communication from Mr. Klochak, his failure to commit to a start date, as well as discovering he is not licensed for home improvement work. We verbally cancelled the contracts and mailed a formal cancellation letter priority mail on March 26th which was delivered the 27th. Based on contract text this was within my rights.
Summary: Each week I had to call or email asking when he might start my projects – he did NOT initiate communication. He stated he was running behind due to weather – understandable. However, if he was not working due to weather, he had plenty of time to provide a new labor estimate for my deck – which never happened.
I contacted Angie’s List for help. Only due to assistance/calls from Angie’s to Mr. Klochak, on 4/7/14 he did return $2,200 of my money and in a text he stated his intention was to pay me back in full – that never happened. April 7th was the last communication from him. He DID NOT purchase material for my jobs, THIS IS A FACT. He spent the money.
I was more than patient with Mr. Klochak & gave him every opportunity to return my money. I finally filed a Warrant in Debt with the city of Newport News for $1,750 to the Newport News address he previously listed on Angie’s List. We had a court date of May 12, 2014. He failed to appear in court. The city has issued a judgment against him. He cannot use his address change on Angie’s List as an excuse for not appearing in court. You can easily go online to Virginia Court cases to see historically, there are other cases for which he failed to appear.
Mr. Klochak cannot talk his way out of keeping someone’s money – not due to weather, no purchase of materials, having to ‘process out’ contracts, there’s simply no excuse. Any rebuttal he posts here is untrue. I do not recommend doing business with this person. I recommend when hiring contractors, be proactive and look up their license first at www.dpor.virginia.gov/LicenseLookup, ask around locally if anyone knows the company, don’t give them deposit money
until they purchase material. Learn from my mistake.

I hired Joshua Klochak doing business as Coastal Contracting based off of his neighborhood flyer. I should have done my homework. He was hired to remove and replace rotten fascia board, gutters, painting and replacement windows for my sun-room. All started out OK (take down), but he and his worker Chris, started cutting corners reinstalling and painting. Then when he received a deposit to order the sun-room windows, he quit working on the job. After 4 months, the gutters are not complete; the quality of the connections of the fascia board (PVC) is questionable, they did not caulk the nail holes before painting (unaesthetic), there are now giant gaps between my shingles and fascia allowing water to go behind my fascia boards, they have left my dormer fascia uninstalled for months allowing squirrels to move into my attic, and he has disappeared with the sun-room window deposit money. Bottom line: I strongly recommend avoiding Joshua Klochak or his company. Taking a deposit for the purchase of windows and not delivering them amounts to thievery in my book. Now I have to shell out more money to take him to court. I see from an old review, this is not the first time he has done this. A leopard cannot change his spots...if a crook does not see much wrong with being a crook, he may continue to be a crook. Beware!!
